The given equation is $b + 5 = 9$ and the value of variable $b$ is $5$
Putting value of variable $b$ in LHS of the equation we get,
$\begin{array}{rcl} b + 5 & = & 5 + 5 \\ = & 10 \neq RHS \end{array}$
Hence, $b = 5$ does not satisfy the given equation.
