The correct option is B $6$ and $1$
$2 x + k y = 6$
$p x + 3 y$ are dependent means both equation are parallel .
So, $2 x + k y = 6$ .....(i)
$2 x p x + 3 y = 3 = 2 p x + 6 y = 6$ .....(ii)
compair (i) and (ii)
$2 p = 2$
$k = 6$
$p = 1$
