If the force is applied in any one direction to produce a turning effect on the body, will that be called a couple? For example turning a driving Wheel by one hand.

Couple is a force when Two parallel and opposite forces along different lines constitute a couple force about the center.
So when one force is applied in any one direction it will not be called as couple.
