Photoelectric effect is a photon-electron interaction. The energy of photon is dependent on its frequency,

Energy of photon (hv) is spend in ejecting the electron from its surface and imparting kinetic energy to the electron.

hv = Work function + KE1

h(2v) = Work function + KE2

KE2 - KE1 = hv

Thus if frequency v is doubled, KE of electron will increase by an amount hv. Work function being constant for a particular metal surface.
