$P = 2 (l + b) = 2 (18 + 12) = 2 (30) = 60 m$

Lowest form of $= 60 : 12$ $= \frac{60}{12} = \frac{5}{1} = 5 : 1$ ( Divide both $60$ and $12$ by their HCF $12$ )
