$P = 2 (l + b) = 2 (18 + 12) = 2 (30) = 60 m$

Lowest form of $= 60 : 18$ $= \frac{60}{18} = \frac{10}{3} = 10 : 3$ ( Divide both $60$ and $18$ by their HCF $6$ )
