length of arc = $2\pi r\times \frac{\theta }{360}=2\pi \times 8\times \frac{60}{360}$

length of arc = $2\pi$

$\therefore$ perimeter of minor sector = $2r+2\pi$

Perimeter = $12+2\pi$
