Refractive index of medium 1 w.r.t. medium 2 is given by,

${}^2{\mu }_1=\frac{{\mu }_1}{{\mu }_2}$

Hence according to question,

Refractive index of glass, ${\mu }_g=\frac{3}{2}$

Refractive index of water, ${\mu }_w=\frac{4}{3}$

Hence ${}^w{\mu }_g=\frac{{\mu }_g}{\mu w}$

${}^w{\mu }_g=\frac{9}{8}$
