When there is a relative motion between source and receiver , the apparent frequency is given by ,

$f^{\prime }=f\left(\frac{v\pm v_r}{v\mp v_s}\right)$ ,

if the medium is also moving in the direction of sound waves then apparent frequency is ,

$f^{\prime }=f\left(\frac{v+v_m\pm v_r}{v+v_m\mp v_s}\right)$ ,

if $v_s=v_r=0$ , (source and receiver are at rest )

then $f^{\prime }=f$ or $f^{\prime }\sim f=0$ , it means no frequency shift (or wavelength shift) , answer is 2.
