When the velocity of the ball is doubled, its velocity = $3 v$ .
Initial momentum, $p_{1} = m v;$
Final momentum, $p_{2} = m \times 3 v = 3 m v$
Therefore, the ratio of initial momentum and final momentum, $p_{1} : p_{2} = m v : 3 m v$ $= 1 : 3$
