If two forces are acting in the opposite directions, then the net force is the difference between the magnitudes of two forces. Force applied by person A is 40 N whereas force applied by person B is also 40 N. Net force will be 40 N - 40 N = 0 N. As the forces being equal and opposite, the resultant or net force becomes zero. Thus, the cart will not move from its position.
