The Refractive index of a medium is equal to the ratio of speed of light in air to speed of light in a given medium. If speed of light in air is c and speed of light in any medium is u then refractive index of medium will be $μ = \frac{c}{v}$
According to question give,
Speed of light in media 1 $= v_{1}$
Speed of light in media 2 $= v_{2}$
Refractive index of medium 2 with respect to medium 1 $= μ_{21} = \frac{μ_{2}}{μ_{1}} = \frac{c / v_{1}}{c / v_{2}}$
we get, $μ_{21} = \frac{v_{1}}{v_{2}}$
