As soon at the water finds itself in a vacuum, the surface area of the water will immediately start to boil. This boiling isn't from heat but just from the lack of surrounding air pressure, so the water doesn't get any hotter. As the water becomes a gas it occupies more volume, but contains the same total amount of heat. The same amount of heat distributed over a larger volume causes the overall temperature of the water to drop. Any water that reaches its freezing temperature before it boils will become ice, probably in the form of a frozen mist, due to the violent action of some of the water boiling away to a gas. Over time the frozen mist will sublimate if it is warmed by the sun.
