If we touch a wire with wet hands and we are in contact with eartth, then we can get electric shock and if we stand above plastic or dry wooden chair, and then we touch base wire, we will not get any electric shock. Explain why?

Current can only flow through our body if it gets an electrical connection or way to pass to our body and goes to the earth towards our body.
As plastic or dry wooden chair are insulators that break the electrical connection between the human body and the earth so they can't pass through the human body to the earth.
The circuit connection breaks that's why we don't get an electric shock.
