Let us substitute $x = - 3$ in the given expression $x^{2} + 2 x + 1$ as shown below:

$x^{2} + 2 x + 1 = (- 3)^{2} + (2 \times - 3) + 1 = 9 - 6 + 1 = 10 - 6 = 4$

Hence, $x^{2} + 2 x + 1 = 4$ if $x = - 3$ .
