The correct option is D $21$
As per the rules resultant for the first row is:
$35 / 7 = 5$ ( Rule V )
$5 - 2 = 3$ ( Rule IV )
similarly for row 2 resultant can be founded as
$16 - 12 = 4$ ( Rule III )
$4 + 3 = 7$ (Rule II )
Thus product of resultants of the two rows is $3 * 7 = 21$
