Yes we can draw a quadrilateral ABCD with AB = 3 cm, BC = 4 cm, CD = 5 cm, DA = 6 cm, but this quadrilateral can't be unique. Suppose we draw BC = 4 cm and take an arc of radius 3 cm at B. Now, point A can be taken anywhere on the arc from where the quadrilateral can be completed. So, quadrilateral can't be unique.
