Yes we can draw a quadrilateral ABCD with AB = 3 cm, BC = 4 cm, CD = 5 cm, DA = 6 cm, but this quadrilateral can't be unique.
Suppose we draw BC = 4 cm and take an arc of radius 3 cm at B. Now, point A can be taken anywhere on the arc from where the quadrilateral can be completed. So, quadrilateral can't be unique.

So, in order to construct an unique quadrilateral with the given measurements length if atleast one diagonal must be given.
