We would connect the bulbs in parallel for the following reason:
(a) The failure of one bulb would not effect the other.
(b) Both the bulbs will get full potential difference about their terminals equal to emf of the battery.
The parallel arrangement consumes more current.
As $R_{e f f} = \frac{R}{2}$ and in case of series the $R_{e f f} = 2 R$ for the same voltage $V$ .
