|z|2 is the region on or out side the circle whose center is (0,0) and radius is 2.

Minimum z+12 is distance of z which lie on circle |z|=2 from (12,0)

Thus minimum z+12= Distance between (12,0) to (0,0)

=(12+2)2+(00)2

=(12+2)2

Apply radical rule nan=a, assuming a0

=12+2

=2112

=22212

=2212

=32

Hence, option B is correct.
