Decrease in 2009 $=100={10}^2$ hectare

Rice production in 2015 = Rice production in 2008 - $7\times$ decrease in each year

$=3.7\times {10}^3-7\times {10}^2$ hectares

$=3700-700$ hectares

$=3000$ hectare

$=3.0\times {10}^3$ hectares
