In 1895, Bal Gangadhar Tilak presented the Swaraj Bill to the British government. The bill asked for the right to freedom of thought and expression and equality under law. Annie Besant’s Commonwealth of India Bill echoed these demands. In 1928, a demand for equal rights for men and women was raised through the Nehru Report. These proposals were rejected by the British. However the British eventually came around to accept the idea in 1946, through the Cabinet Mission Report.
