This is irrespective of the number of students graduating
Let, the number of students in High School=100;
No. of teachers=$\frac{100}{25}=4;$
To increase the teacher pupil ratio to 20, the number of teachers should be $\frac{100}{20}=5$
$\therefore$ One teacher should be added to the already existing 4. i.e. $25\%$ increase in the no. of teachers.
