The purpose of this bill
The Telangana Panchayat Raj Bill, 2021 was passed by the state legislative assembly with the intention of modifying the process of constitution of Gram Panchayats, Mandal Praja Parishads, and Zilla Praja Parishads and matters related to their governance.
Role of the legislative assembly in making laws.
Usually, laws are drafted by the ruling party as they have the majority support in the Assembly to pass the law. Before a law is passed, the proposed law is called a ‘Bill’. After being passed by both the chambers and approved by the Governor it becomes a law and is called an ‘Act’ of the state legislature.
Introduction of the bill
The minister who brings the Bill will describe in detail the nature and the reason for the need for new law in the Assembly.
Discussions on the bill
Discussions are held and members share suggestions to improve the provisions in the Bill. A small committee consisting of both the ruling party and opposition members is set up to discuss these suggestions.
Approval of cabinet
After taking all such aspects and necessary changes into
account it will be first approved by the Cabinet.
Approval from both the houses
Then it will be placed before the Assembly for voting. If more than half the members of the Legislative Assembly (Vidhan Sabha) accept the bill it will be passed and taken to Legislative Council (Vidhan Parishad) for approval.
Assent of the Governor
Finally the bill will be sent to the Governor for approval. After their assent, the Bill will be called an Act and published in the gazette
