In a book it is written that ions in ionic compounds become free to move in aqueous solution i.e NaCl becomes Na+ and Cl- in aqueous solution and the ions become free to move. Is it true?

yes they are free They are free to move in aqueous solutions and in molten liquids. However, the ions are in fixed positions in solid ionic compounds - they cannot move around, so electrolysis does not work in solids.
