Solution

Dear Student,
Celsius is a relative scale. The temperature at which water freezes is defined as 0 °C. The temperature at which water boils is defined as 100 °C. Every temperature is expressed relative to this scale.
So in Celsius scale between boiling and freezing point there are 100 divisions.
In new scale there are 80 divisions.(90-10) divisions.
From above we see that new scale is 4/5 time sensitive than Celsius scale.

So,

1 div in Celsius -->4/5 div of new scale

So,

38 div in Celsius-->30.4 div of new scale

In new scale, 38 degree of Celsius equals to 30.4 degree of new scale.
Regards.
