b = 9-8

b+9 = 48

$\Rightarrow 9-8+9=48$

$\Rightarrow 29-8=48$

$\Rightarrow 29=48+8$

$\Rightarrow 29=56$

$\Rightarrow 9=28$

$\therefore b=28-8=20$
