In a closed circuit, electric current is induced so as to oppose the changing magnetic flux as per conservation of energy. However, in open circuit, emf is induced across its ends. *How it is related to flux change?*

Whether it is open or closed, in both cases emf induced will be same by faraday's law. emf= - (rate of change of flux). Only the difference is that flow of current can be seen in closed loops while it can not be seen in open loops.
