In this game, the winner is declared by selecting the person who aimed the maximum portion of darts from his signed dart count initially. So, who among Rashid and Surya, won?

This problem would explain the concept of ratio in a simple way. Since the winner is decided based on who aims the maximum portion of their initial dart count, this is a ratio!! Let us take the ratios of successful dart hits by Rashid and Surya.
For Rashid, this ratio would be 14/20 and for Surya, this would be 21/30.
How do we compare these two ratios? We could have compared both the ratios is the denominators were the same. Let us try reducing these ratios and see what will happen.
For Rashid, 14/20 = 7/10 (since 2 goes into 14 and 20, 7 and 10 times respectively) and for Surya, 21/30 = 7/10 (since 3 goes into 21 and 30, 7 and 10 times respectively). We observe that both the ratios are in fact, the same!!
So, it was a tie.
