Let H be the set of people who speak Hindi, and E be the set of people who speak English
n(HE)=400,n(H)=250,n(E)=200
n(HE)=?

We know that:
n(HE)=n(H)+n(E)n(HE)
400=250+200n(HE)
400=450n(HE)
n(HE)=450400
n(HE)=50

Thus, 50 people can speak both Hindi and English.
