The correct option is B ${17}^{th}$

Since Kapil and Nikunj interchange positions, so Nikunjs new position ($21$st from left) is the same as kapils earlier position ($8$th from the right).So number of boys in row=$20=1=7=28$
Now kapils new position is the same as Nikunnj's earlier position,i.e $12$ from left.

$\therefore$ Kapils position from the right =$28-11=17$
