Step 1: Draw PQ = 3 cm.

Step 2: At Q, draw an angle of 90 and mark 4 cm along this angle as point R.

Step 3: At P, draw an angle of 70 and mark 5 cm along this line as point S.

Step 4: Join points P and S. Join points R and S. Quadrilateral PQRS is complete.

Step 5: Measure QRS. It is approximately equal to 118.
