Let, the number of families who speak Tamil only =n(T)=28
The number of families who speak Urdu only =n(U)=20
The number of families who speak both Tamil and Urdu =n(TU)
The number of total families =n(TU)=60
A.T.Q,
n(TU)=n(TU)+n(T)+n(U)
60=n(TU)+28+20
n(TU)=6048=12
12 families speak both Tamil and Urdu.
