$I n a n A P, a_{n} = a + (n - 1) d$
$\Rightarrow 4 = a + (7 - 1) (- 4) [b y g i v e n c o n d i t i o n s]$
$\Rightarrow 4 = a + 6 (- 4)$
$\Rightarrow 4 + 24 = a$
$∴ a = 28$
Hence, the correct option is D (28).
