Since,a voter can cast any number of votes but not more than the candidates to beelected and 3 persons are to be elected from 6 candidates.Therefore a person can cast maximum of 3 votes.When the voter casts only 1 vote, number of ways to cast only one vote=C16=6When the voter casts 2 votes, the number of ways to cast 2 votes=C26=15.When the voter casts 3 votes, the number of ways to cast 3 votes=C36=20.Therefore, the total number of ways a voter can cast a vote=6+15+20=31.
