Solution

Winner gets 55% of votes
As 4% votes were declared invalid. 96% would be the valid votes
Winner gets % valid votes:
=5596×100=52.8% votes
Loser gets=9652.8=43.2% votes
Difference =52.843.2=9.6%
9.6%=1920
1%=19209.6

100%=19209.6×100
=20,000.
