In series combination, the total voltage of the battery is shared across the bulbs, whereas in parallel combination, the total voltage of the battery appears across each of the bulb.
As the potential difference of each bulb is same as the terminal voltage of the battery, it can be concluded that both of the bulbs glows brightly in the case of parallel combination.
