It is a metal wire of low melting point that breaks due to overheating of wire which is caused by a high voltage to avoid short circuit.
If a fuse wire melts and the circuit breaks, it is replaced by a new wire.
Only the live wire must be connected to the fuse.
If the fuse is in the neutral line, the fuse will burn due to the high current flow, but the appliance will remain at supply voltage, allowing current to flow through the appliance to the person contacting it.
