Since, as the total number of students increases then the number of failure students also increases.
It represents a direct proportion.
So, $x:392=100:28$
$\Rightarrow \frac{x}{392}=\frac{100}{28}$
$\Rightarrow x=\frac{100}{28}\times 392$
$\Rightarrow x=100\times 14$
$\therefore x=1400$
Hence, the total number of examinees is $1400$.
