The person is suffering from hypothyroidism in which the body produces an abnormally low level of thyroid hormones. The causes are many some of which are a person may be suffering from Hashimoto's thyroiditis in which the body produces antibodies against the thyroid gland, other causes include radiation therapy, use of certain drugs that affect the thyroid hormone production etc.
