Let the base $=xcm$
Then each of equal sides $=2x+3$
Given perimeter of $\Delta$ $=31cm$
$\Rightarrow x+2x+3+2x+3=31$
$\Rightarrow 5x+6=31\Rightarrow 5x=25\Rightarrow x=5$
$\therefore$ The sides are $5$ cm, $(2\times 5+3)$ cm, $(2\times 5+3)$ cm, i.e. $5cm,13cm,13cm$
