In between nuclear fission and fusion, which is more hazardous?

Nuclear fission is the disintegration of the nucleus into smaller nuclei and nuclear fusion is fusing the lighter nuclei to form heavier nuclei.
During the processes, fission releases less amount of energy than that fusion.
During fission radioactive waste is generated.
Therefore, fission is more hazardous than fusion.
