Question

in clf3, if the two lone pairs are placed at the axial positions, there will be least lone pair lone pair repulsion. in a molecule, the strongest repulsions are those which exist between TWO LONE PAIRS(since lp-lp repulsion>lp-bp repulsion). therefore considering stability, the structure having the 2 LONE PAIRS placed farthest apart should be most stable. why is the structure of clf3 t shaped then.
