Solution

When Fe(OH)3 colloid is formed in solution it can be stabilised by absorping either Fe3+ ions or OH- ions in the solution. When it is formed in the presence of excess NaOH there will be OH- ions in the solution and colloid will absorb this ion to get the negative colloid.
But in water the concentration of OH- ions will be less and there will be excess FeCl3. So the colloid will absorb the Fe3+ ions from the solution to become positive colloid.
