In Concurrent List, if the law made by Union Government will prevail over the laws made by State Government in case there is a conflict between both of their laws, then why does the State Government take part in making laws for the list? Though, it knows that its laws have no value in front of Union's laws.

State government participates in making laws mentioned in the Concurrent List because India follows a federal system where powers must be distributed between the Centre and the states. The Central government alone cannot make laws mentioned in the Concurrent List. The State government must also participate in the law making process.The case of conflict between the laws of the centre and the state is an exception. The law made by the Union Government prevails in certain cases because Indian federal system is different as it gives centre more power than the states.
