In diploblasticand triploblastic organisms, where the cells are arranged in two embryonic 'layers', does it imply that the cells are arranged in layers such as this which form tissues?

During embryonic development, diploblastic organisms consists of two layers-endoderm and ectoderm whereas triploblastic organisms consists of three layers-endoderm, ectoderm and mesoderm. These different layers undergo various movements such as invagination, involution to form different tissues which will ultimately forms a full organism.
