1. Suppose the standard of selection is made less rigorous. Would that help the process of liberalization? Certainly not. Indeed, then less qualified or less endowed individuals would join government. That may make matters worse
2. If economy has not liberalized yet because of bureaucratic controls more of mass communication is not going to help. After all, what masses can do about bureaucratic strangle hold?
3. Stopping to talk about liberation would not solve the problem stated.
