Let the distance between plates be d
Radius of drop =r
and Density of the fluid =D
From 1st condition according to question,
43πr3 Dg=q(400d)--------------------- (I)

According to 2nd condition, let Voltage required by V0,
43π(2r)3Dg=q(V0d)
8(43r3Dg)=qd(V0) ----------------(II)
From (I) and (II),
V0=(8×400)volts
V0=3200volts
