Nitrogen has zero lone pair and 4 bond pairs in NO3.

In NO3 ion,

Due to the presence of one negative charge, the number of valence electrons=5+1=6.
There are 2σ bonds, 1πbond, and 1 coordinate bond( in which both electrons come from the same atom). Nitrogen forms a coordinate bond with Oxygen as it cannot have 5 bonds. Although 2 electrons are shared in a coordinate bond, the number of bond pairs is taken to be 1.

The number of bond pairs (or shared pairs)=4.

The number of lone pairs =0.
