When a voltmeter is connected in parallel across two points we are interested in, it should be ensured that no current should ideally pass through voltmeter to give precise reading. But due to practical impossibility, it is at least made sure that if not zero then very small current should pass through the voltmeter. Thus a series resistor of very large value is connected in series with the coils of voltmeter.
